Quote Requirements

What information is needed for a Request for Quote (RFQ)?

Teledyne Advanced Electronic Solutions will need a variety of information and data to develop an accurate, useful quotation.  It is highly recommended that a mutual Non-Disclosure Agreement (NDA) be in place before starting the RFQ process.

What are the technical data requirements?

Teledyne Advanced Electronic Solutions needs at a minimum assembly drawings, Gerber files, fabrication drawings, and Bill of Material (BOM) for each assembly to be built.

  • Assembly drawings should be in PDF format; CAD format (.dxf or .dwg) may also be used.  Most customers prefer PDF format so that data integrity can be maintained.  The drawing should provide notes that specify the IPC or NASA requirements, envelope limitations such as maximum component height, conformal coating requirements, solder material requirements, flag notes for requirements such as bonding, etc.
  • The Bill of Material (BOM) should be provided in an electronic (MS Excel) format for easy upload into our quoting software.  The manufacturer’s part number, alternate part numbers, reference designator and/or find numbers, quantity of use, etc should be included.  The BOM may also include specific requirements like flux and cleaning specifications, solder requirements, etc listed as 0 user items.
  • Gerber files should be in RS-274X or ODB++ format.  ODB++ provides additional information such as CAD data, fabrication information, etc that may be useful.  Fabrication drawings will specify the requirements, materials and standards required for fabrication of the Printed Circuit Board (PCB).  Gerber and fabrication drawings are absolutely required if Teledyne EMS is going to obtain a material quote for the PCB.  A labor-only quote may be possible if only drawings are available.
  • ODB++ or CAD data in ASCII format will be needed before production to program placement equipment, Automated Solder and Optical Inspection (AOI/SPI), In-Circuit Test or Flying Probe, etc. These types of data are also needed for Manufacturability and Testability analysis.
  • If test is required, then the type of test (In-circuit, Flying Probe, Functional, Environmental, etc) should be specified.  The test specifications should be included along with any Acceptance Test Procedures (ATP) that must be performed.  ODB++ or CAD data in ASCII format along with schematic diagrams and other operational information may be needed to provide test estimates.  If test development is required, a Test Requirements Document should be provided.
  • Any requirements for forming, tinning, component programming, or other part modification, etc should include the appropriate altered item drawing or specification control drawing.  If there are specific sources approved for these services, the altered item drawings should include contact information for these sources.
  • Fabricated sub-assemblies like metal parts, boxes, CCA subassemblies, etc should have the documentation required to build and/or fully inspect these units.

How can I include other information?

A Statement of Work (SOW) will typically specify any requirements that cannot be included in the basic technical data package.  The SOW may include:

  • Quality requirements for the program such as Tin Whisker Mitigation requirements, documentation requirements beyond what is required by AS9100, approved or standard repairs, quality flow-downs to lower level suppliers, etc.
  • Special requirements such as specific traceability requirements, End Item Data Packages, etc.

What should be included in the Request for Quote?

You RFQ document should include:

  • Part numbers and revisions of assemblies that require quote.
  • Annual and lot quantities anticipated.  More than one lot size or number of lots can be quoted in the same request.
  • Is the quote requested as a Firm Fixed Price (FFP) or Rough Order of Magnitude (ROM)?
  • What is the validity period required for the quote?
  • Is this quote required to be certified per government Cost and Data Requirements or TINA?
  • Is this a competitive or sole source quote?
  • What is the program for which this hardware is to be used?
  • Are there any components where reserve pricing is in effect?
  • What is the due date for the quote?
  • Are there any incumbent sources that may be qualified for the program or may provide NRE savings?
  • Any restrictions on sources or limitations on material sourcing.  Teledyne EMS observes ITAR rules and most quotes are handled in accordance with these restrictions.  If off-shore sourcing is allowed it should be stated in the RFQ.
